I expect the lads did not want to reach down around her crutch to tighten the belts firmly. Dangerous to say the least!

It's actually because here isn't a seat back in there that is sculpted around the body. the crutch belts won't do much when it's the upper body that's flailing around. The seat didn't fit, there was no close head protection and the shoulder straps were loose.
