Surely you'd see more flames than that though? Take this one for example https://www.youtube.com/watch?v=5uvXtlxzZTg although I think this one is more likely the car's filler valve leaking into the boot whilst filling rather than the whole tank going up.

Why would there be any flames at all?

It's simply catastrophic de-pressurisation of the LPG tank. Just like if you pierce a full aerosol can. If no ignition source is present, there's no reason to think there would be any flames.
