Why is it overstepping the mark? Genuinely curious about people's thoughts on this.

It was clearly a prank on the parents more than the children as the children saw it for exactly what it was straight away.

Of course the kids don't think it's bad, because the 'fun' is watching a parent think their kid is being paedo'd. There aren't many things you can't make into some kind of joke, but i just don't think that's funny. Maybe they could follow it up with a prank making parents think their kid has been hit by a car? Maybe give them a few minutes of horrific grief and then do the big reveal?

Thats bit of a daft suggestion really though, isnt it?

Making a parent think for a few minutes that their kid has been hit by a car, imo, is on a whole different scale to making a parent think for a few seconds some guy has flashed his sausage at their kid. Surely the parent's reactions in the linked video speaks volumes. I dont think the reactions would be as humorous if your suggestion of being hit by a car was played out.

My first thought was that the parents reacted very well indeed. Try that in the UK and I'd expect a few punches and a broken nose - even after the 'prank' was revealed for what it is. All the parents shown on the link however saw the gag and had a laugh. (OK, there may be some selective editing.)

Come to the US. It's a more relaxed, chilled and friendly place than the UK.
