Some guy trying to expose the bad driving of others on his dash cam. However, the guy filming is perhaps not as good a driver as he thinks.

Highlights for me are;
3:40 setting off quickly at the light just as a group of school children are about to cross, nearly hitting one of them
5:00 hogging lane 3 holding up other drivers and deciding not to move over to a clear lane 2 to teach them a lesson.
7:10 getting annoyed at a driver hogging lane 3 and then undertaking (just what he was complaining about in previous scene)

I have to wonder if this person hates the entire world, and hates driving. Certainly there seems to be absolutely no pleasure in it. Its just a video vigilante with a chip on his shoulder.

It did, but tempered a little by knowing it's pure PR work and not genuinely-captured footage - the people or cars the cop waves to or gives way to don't exist as he pulls forward again.
