It's a bit too short to really tell but he seems to already be middle lane hogging and doesn't appear to overtake anyone when he pulls out either.

Camera vehicle pulls out at 14:33.03 at 169km/h, actually overtakes at 14:33.14 with 154km/h. (It is unclear why the camera vehicle decelerates.)
Assuming deceleration was linear, the camera vehicle pulled out with a distance of 493m to the next car in the middle lane. That is eleven seconds at a speed of 161.5km/h. German law assumes that a distance to the vehicle in front of less than two seconds is not safe. The driver of the camera vehicle allowed himself nine seconds to endanger and block other road users.
