What's the point of going from 021 123 4567 to 0121 123 4567? It just means as they run out of numbers everyone has to ring the whole number, including those who live within the area code number.

They should have added the extra 1 after the area code, so: 021 1123 4567.

That'd likely need a big redisgn of all the switching software (maybe easier now the networks are getting more inteligent). A simple view is that the network matches left to right, and when it finds a match it connects the call. You can add junk numbers and the network currently ignores. I did have an issue where I couldn't call a Newbury Number (11 digits including 44) from abroad as they had a rule mandating 12 digits so played an error. Popped a 1 at the end and it connected without an issue.
