Perhaps the installer had half-read the discussion on this very forum a while back about the best way to install a hanging-basket bracket.

Yep - inside out mudguards.

Not normally mounted internally, usually either screwed against a trailer body or mounted front and back lower down - they still break after a summer or two. These will last even shorter being mounted at the top & hanging like a bell.

Actually that is a very good point. I can easily imagine those 'bells' ringing (resonating) in the slipstream and with road vibration, and the trailing edge snagging on the rising rear face of the rotating wheel. There would be a good old bang, and bits of mudguard would fly off in all directions!

Has that house had a crash? Can't be an extension because that wouldn't get signed off by anyone with semi working eyes.
