Same thing, the big stars have their contract written to say where their names will show in the billing, on the poster and in the credits. Main star has it written in that they have to have top billing and be first in the list and then it messes up the poster as they add the default text to the photo.

Names on a poster are not labels! They show the stars - in star power order. The picture is just that, a picture - which may or may not happen to fit with the names.

Late response to this question but it is probably a combination of the Studio, the Producer and the Director who decide. If a star doesn't agree then they can demand that their name is not shown on the poster (or possibly removed from the credits).
