This phrase annoys me when it comes to the lottery. Some of us will be lucky enough to get rich through hard work, being in the right place / company at the right time etc.. but for most that isn't going to happen. So what is wrong of giving someone a chance to change their life for a measly few pounds?
It would be a tax for the stupid if there was a winner a year or ten years or some long time interval or for a huge stake, but every week someone wins a million pounds. Awesome.
I could spend all my winnings on my dream workshop and fill it with cars to tinker with. Someone else might buy something else with it all and see what I did with it as a waste. Depends on what you'd define as pissing it up the wall.
And as for poor people buying it the most, nobody put a gun to their head and forced them to buy all those tickets. If they can't control themselves then that's their problem.
