Rapid flexing of the entire chassis is trasferring energy into the front spindles, and the only way that energy can exit is through the wheels. Since they can only move in one direction - rotation about the pivot point - they move.

If you held in your hand a single axle with a wheel on the end, and waved it around a bit, you'd see some movement from the wheel. It wouldn't stay in the same position in relation to the axle.

There's also an element of the looped gif effect here too. The shot is pasted together a little so it loops perfectly which makes it look like the fronts are spinning more than they are.
