I cannot see anybody offside. In the photo, I can see all ten of the yellow team's outfield players (attacking right) and nine of the blue team's players (attacking left). The blue team have four men in front of the ball in the opponent's half, but the furthest man forward is being played onside by three defenders.
The yellow team have three men ahead of the ball and in the opponent's half. I cannot see a defender in front of the man on the left, so it is possible he is in an offside position, however, we are missing a blue player. Assuming he hasn't been sent off, he is either to the right of the frame playing the yellow attacker onside, or he is to the left of the frame and in an offside position. If he has been sent off (or possibly in the foreground immediately to the right of the frame), the yellow player on the right is in an offside position, but is not committing an offside offence as he appears to be retreating and therefore not interfering with play or interfering with an opponent.

To the observant there's another major fail - yes the guage appears to be less than the regulation 4' 8 1/2" and more like about 6" no wonder the rail network is in such a state one set of wheels will be bouncing along on the sleepers tch tch.
