It's a mascot. Drivers carry a mascot for good luck.

It's because of the song "Teddy Bear" by Red Sovine.
Sad song about a kid who is crippled and loves truckers, because his dad was a
trucker but died.

I just did an image search too (without the Paedo bit) but couldn't find anything like the van I saw last night that made me think of this thread.
It was on my usual dog walking route so if it's there again tonight I'll get a photo!
