My sister used to soak full grain bread in vinegar and then put corned Beef on it,

no she was not pregnant at that time.

There is a balance in some of these between "hard work, working class background" and "a bit council".

The former can involve some odd things but not automatically "council"?

I heard "council facelift" the other day relating to hair pulled back really tight in a pony tail.

I think Corned Beef is actually rather nice, particularly when paired with Piccalilli or Branston.

I have personally never considered it "Council", as its actually fairly expensive, in the col meats counter, Council is covered adequately by that Wafer Thin Ham, "Fridge Raiders", Anything from Bernard Matthews and that Chicken they have bred with a vein of stuffing in it.

Corned Beef is an age old institution and I think fairly classless.

it was however known in our family known as "Corned Dog".
