Even worse "Whip" in relation to a car.
My well of disdain is bottomless for those idiots, but I don't think it's Council per se. CharlesdeGaulle said:
I lump them with the losers who use leptons, bork, weapon and anything similarly buttock-clenchingly awful to describe anything motoring-related - why not speak in English you cretin?
So... to paraphrase, most members of Piston Heads Gassing Station are a bit council?Seriously though, some of the phrases I like, others I don't.
Leptons, I do find has a cheeky charm when used to obfuscate.
Weapon is just all wrong however, I can't find a track-slag endearing either.

Fences with no wood panels just multiple concrete gravel boards. For that prison/Eastern European look.
My 1970's house, in a desirable private road, has 4ft concrete fence posts but wooden panels. Every time I look at them I think, 'bit council'. I'd like to get the buggers out, but they've got the look of "I'm not easily shiftable' about them

"A 'mean and despicable' couple who decorated their flat with sentimental trinkets and tributes that were looted from graves have been banned from cemeteries indefinitely.
Sean Jefferson, 45, and Elizabeth Jowitt, 37, covered their home in York with wreaths, lanterns, memorial slates and homemade toys, all of which were once placed on gravestones by grieving family members."
I suspect these may qualify.
37?!?!"A 'mean and despicable' couple who decorated their flat with sentimental trinkets and tributes that were looted from graves have been banned from cemeteries indefinitely.

Out of interest. Has anyone changed their habits or thrown things away as a result of this thread? My washing up bowl is now hidden away in the garage

Having great-grandparents is quite council (take note Royal Family - they live in the country's biggest council houses after all). Particularly if they're under 50.
I had three alive still when I was a nipper, due to my family's youthful reproduction policy at the time rather than any good genes or healthy lifestyles. They soon all succumbed to the lard and fags though, particularly my grandparents' generation. One of the many council aspects of my extended family.
I'm with Withnail - 'I dislike relatives in general and mine in particular'. Spending most of your free time with aunties, uncles and cousins is very council in my book.
