Putting your new born in the football kit of your favourite team then spending the next few years brainwashing them to support and follow said team.
Not as bad as brainwashing them to follow your particular brand of sky fairy....but that stupidity isnt just limited to the council typesaustinsmirk said:
A horse in a back garden isn't even that unusual.
A fanatism for exotic pets is very common. Yet yr kids are filthy and need clothes and a meal.
Anyway horses? Try finding one in a flat, 12 stories up.

of course not. that would be ridiculous
joking aside the mistreatment of horses on housing estates is a problem. lots of green open spaces and gypsy families living now in normal houses. they seem to need to have them, but have no ability to house and care for them properly. they are to some degree the equine equivalent of the quad/crosser motorbike.
i.e knackered, stolen, untraceable, but have a £ value so worth hanging onto.
