My nephew (13) isn`t interested in cars, but he loved getting the chance to drive a car.
They have courses all over the UK £60 an hour but worth it in my opinion.

He'll probably appreciate £25 in cash so he can buy his own choice of retro-wk mags!

Yes.
Knife laws in Oz are as strict as they are in the UK.

Whoever has the closest blood link to his mum or dad (either you or your missus) should be asking them what he wants. Kids interests change almost as quickly as their video game collections at that age so the risk of getting it wrong is v.high, particularly as you presumably don't see him that often.

The young me would have killed for a new Raspberry Pi with case, OS card and Minecraft bundled onto it!

Plugs into any TV/monitor and uses cheap USB keyboard/mouse.

Get him a HUBSAN X4 quadcopter with a protector ring.

I've have one and it brings out the 13yr old in me, Under £25 incredibly robust and fantastic value - I cant imagine a 13yr old boy not liking one.
