do I leave a note?

Hey all,

theres been a car parked at the end of my road (merc C180) for a good 2-3 weeks now and its not moved. I wouldn't mind buying it off them if its broken and needs work, is it wrong of me to leave a note or is there a way I can find out if its untaxed and been dumped?
I don't know the reg currently but will find out
