To some extent to me it says: If schools sort out bullying problems immediately, and ensure it's an inclusive environment for everybody. You don't need to worry so much about shootings/stabbings. But, we all know that'll never happen because children are horrible things. Much better to tell all the children to spy on each other and be afraid of each other. Rather than nip the problem in the bud to start with.
