After clarifying a few details by email it's been passed to management who 'may respond within 10 days'. I'll dig this thread up if I get a response...There is no way I'm going to the press etc, I'm super shy and unsociable as it is (which no doubt contributed to me not taking it further at the time), so escalating it certainly isn't in my interest (that said, I would love to know what the response would be if I posted this on something like Mumsnet)

You probably should have made a big deal of it at the time, no need for a walk of shame. This seems to be the modern problem, men in particular can't be around kids without being assumed to be doing something wrong.
I too have a young son and in your senario there is no way I would have have stood for that. I'm usually pretty shy myself but I think I would have been too annoyed to leave it at that.

I'm inclined to agree with everyone else - misinterpretation of the min one adult per child rule by the hard of thinking.
