Apropos of nothing, but the phrase "making progress" has been in use by The Institute of Advanced Motorists for decades (40+ years at a minimum I would estimate) and few would call the IAM "cool". ...

Waveney District Council. Not only for now charging us for the green bin separately (£42 for annual garden waste charge - I call it a sneaky back door council tax rise). But shredded paper used to go in the blue bin but now should be placed in the compost. ...
Under Hart District Council we have just the Black bin and the Blue bin (thank gods) and they say to put shredded paper in your waste bin (ie. the Black bin) as it cannot be recycled.
Looking on their website, it seems that if you want a Green bin you have to pay £30 to get one, and also pay an annual service charge of £45 for collection.

Works the same way round here. We used to have 3 bins (Black for Landfill, Blue for recycling and Green for garden and kitchen waste). Last year they scrapped the Green bin as it was and now you have to pay about £50 a year for the Green bin and can only put in Garden waste. You are not allowed to put any kitchen waste in there at all, not even potato/carrot peelings. Pisses me right off as with a veggie in the house we produce quite a lot of peelings and scrap veggie stuff that now has to go into the Black bin as we have nowhere to site a composer that will actually work and produce anything other than a green sludge. Even more annoying is that I have to put the Black bin out once per month now whereas before it was once every two months. I'm going to put that on my Liszt.I have to say we have the same problem with the charged garden waste bin around here, although we now have a little worm tower thingy where they turn some of our peelings into some good gear for the plants.
(Still have to do a bit of Chopin to prepare stuff for them though...)
