No it's not. It's common sense and something most of us have to take into account.
The sense of entitlement that has become the norm riles me somewhat.

In the 'powerfully built director' world, that's not a lot - but for a stay at home mum, that's a respectable wage!

the reason a pregnant lady, or adult with children or a single person with associated health issues (this could be mental health, drug, alcohol abuse or simply a need to store and use medication (diabetic say) is cared and looked after by this amazing country of ours, is because homelessness legislation places a duty on the welfare authority to assess the person should they present as homeless.
whilst you make investgations and a decision, you have to house them: you cannot leave them on the street.
a person needs to prove very little: a balance of probability is all that is required. obviously you have to prove who you are and yr eligibility for assistance, but in the case of domestic violence: a statement is enough to be helped.
not many single men really want help or housing- they tend to live transitory lifestyles and rock up when its cold for a night or too. I'm not saying they want to be drug or alcohol dependant- but they also don't tend to want loads of rules and a tenancy.
anyway, this girl is a silly child and would be better off being looked after at such a young age by her mum and dad, not some other feckless 19 yr old. it'll end in tears, it always does.
