We had similar when I worked for a housing association.
A tenant who had applied for a transfer and due to her record of debts and neglected house had no chance of getting a move so she came up with the idea that her house was haunted and was therefore uninhabitable. This claim was rejected at 'sensible' level but when she complained to senior management, they caved 'to avoid adverse publicity'.
Sure enough, within the next few months we had another 6 reports of hauntings from skanks who were desperate to move into a cleaner house.

I just love the logic. so you don't need a snake, you're on benefits and have no money. so snake A goes. I know, I need another snake I can't afford. That's my prime objective today, above and beyond everything.
