Football is council but wearing a team shirt when not playing is really council.As for rugby shirts, there are two types of rugby, one for normal people and another enjoyed by council tenants who live in the main in the vicinity of the M62 corridor.
I have to point out that I am not in any way a Sports fan, and my observations are based only on personal experience.
I wear rugby style shirts occasionally. Front Row type things, mainly stuff I have been given or been bought. I have a Falkland Islands one I got in Stanley, a Fleet Air Arm logo one and a Scottish one.
These are acceptable down my local where lots of the Rugby playing and supporting chaps drink. Rugby Union I think they call it. Though I'd have thought anything to do with the trade union movement would be wandering into council territory.
I went to a shop a couple of years ago and bought some new rugby tops. Nice bright colours with some little flags on.
Down the pub sporting one - now I think of it, clearly craving some form of approval and/or acceptance - I got some funny looks from the Rugger Buggers. You know the type. Usually nice blokes. Middle class, drive Audi cars, usually estates with a roof box . Big chins, square set with a slight stoop. Always have a wife called Helen or Kate who wears jeans and a Rugger top. When drinking with the wife called Helen or Kate the collar of the rugby shirt is turned up and with pint of real
ale in one hand the other Is inserted in the back jean picket belonging to Helen or Kate in a kind of casual cuddle.
Kids usually called Gideon who the Rugger bugger dad usually calls 'Tiger' and who they want to be a 'Hooker' whatever that is when they grow up and go to university. At university they will also acquire the nick name 'Shagger' and meet a girl called Helen or Kate.
Usually polite private educated chaps but never too bright. Often have vague but clearly well paid jobs in property or something.
Anyway I digress.
One of these chaps had a quiet friendly word with me about my new shirt. Apparently it was council, though he didn't use the term. It was supporting the wrong sort of rugby, the sort played by those close to the M62. He explained that it's because they get paid to play which is apparently bad.
So I think we can safely say that some but not all rugby shirts are council.

Speaking as somebody who plays both codes and lives in the vicinity of said M62 corridor I would agree that the inhabitants of such splendid places as Castleford, Featherstone, Salford et al can be considered adequately council in the main. Unfortunately, your friend was incorrect in at least one area. The combatants in rugby union in this day and age are handsomely rewarded, with a considerably larger salary cap than the rugby league clubs being employed. The pro vs amateur argument sailed about 20 years ago

you failed to distingish between union and league. The latter having the same fan base as speedway, stock car racing and ice hockey.
Haven't decided my view on drag racing yet.
I feel monster trucks and the events are extremely council: however I absolutely love watching them on TV. So I'm confused alas.

Thats proper council. I think 9 were arrested good work by the pcso's as well.
