I feel your proposals will not be picked up by ebay as they commit buyers and will reduce the bid rate. Sellers can limit bids to buyers with only +ve feedback/no disputes logged etc and its done that way.

I believe the real issue is the one I have mentioned, and in fact there is a court case soon where a seller went through 25+ usernames to con people and as fast as items were being reported they reappeared. While on bail he was still at it. The problem was it took over a year for it to be taken seriously and that wasnt by ebay who had done very little to prevent it. If it hadn't been so blatant or over a shorter period of time he would probably have got away.
