pay and display- no change given

I went to Bournemouth recently and the bloody machines didn't even take card and the pay by phone didn't work so I just left my car and got 4 hours for free.
I believe the same applies in Kensington in London where parkign is something like £4.20 an hour.
In Kensington, it's now £4.60 per hour. No card payments accepted. Nor telephone payments. Cash only. I believe the same applies in Kensington in London where parkign is something like £4.20 an hour.
It's so backwards it's unreal.
The machines are also very frequently broken but not indicated as such so they will swallow the cash but not register it. I've lost a fair amount of money due to this and now will stick the minimum amount in first to test the waters.
Can't help but think most P & D machines are designed via a schizophrenic mix of "we don't want you to bring your car" and "we want as much money as possible from you". You USED to get machines which registered part hours/periods depending on what you put in - similar to the 10 minutes for 10p thing mentioned above - but here in Milton Keynes (which was originally designed around the car, don't forget) the council don't go for that. What used to be free parking is now:
Split up into zones (which when first introduced had coloured maps in the local paper to explain it all, it was so complex) - cheap, premium (right next to the main shopping centre so lazy arses pay more) and car share/permit only
Machines don't give change
Some car parks are split between council and a private company, so if you're not observant enough, you end up paying at the wrong type of machine.
Originally Sundays and Bank Holidays stayed free but they stopped that too. You can still park for free after 6pm, hence most of my town shopping gets done then and I rarely venture there otherwise.

I went to Bournmouth last year for a stag weekend. It was tipping down with rain and you had to download an app, then register, then pay. It's certainly a system that favours locals but that is no bad thing in reality. I believe the same applies in Kensington in London where parkign is something like £4.20 an hour.
The ball ache for London is that you need to register with several different apps and if you have several different cars it really is a pain. But as touch parking is the norm for London it is always cheaper and easier to black taxi it everywhere.

I see a problem with this, you're using common sense, fairness and logic, none of which apply in relation to scammy p&d charging (especially at hospitals).
I was at a local hospital for 6 hours last weekend, ANPR printed ticket when I came in and a £6 charge at the machine when I left. Card or cash.I thought that was pretty reasonable for London!
And they wonder why high streets are dying, to be honest I rarely go shopping, the internet is generally, for many things, a lot better.
Remember traipsing round after a specific item, usually a cable or other component, something that wasn't that common, "no, we don't have those, you might get one at some other shop", then go on a wild goose chase for said item and spend half a day doing it and sometimes still come home empty handed.
You have to park, reason for the thread, £2 to leave your car in a bay that isn't quite big enough getting it knocked to bits.
Using petrol, Stockport is out nearest big shopping place, 12 miles away, so for my car, a gallon and a bit, plus the other costs.
Time, to do it, they only open at specific times which are often not conducive with working full time, with the internet I can order at midnight and it gets delivered before I would have chance to
go to the shops anyway.
Ok, certain things it doesn't work for but for so many things it is the only way for me nowadays.

... the P&D machines in the Thiefdom of Basingstoke now give 30 minutes' free parking if you simply hit the green "Issue ticket" button ...
No, an hour, and it's very useful. https://www.basingstoke.gov.uk/parkfreeWhat really gets my goat is that they recently upgraded the machines in our local park's car park so that you have to enter your registration for a "personalised" ticket, yet they didn't bother to upgrade them to machines that give change, so you quite often end up paying even more than the extremely high parking fee, if you don't happen to have the exact change.
The car park next to our cinema has normal hourly charges up until 6:00pm; £1.20 per hour and then a one off flat charge of £1.00, from 6:00pm till 10:00pm.
The annoying thing is if a film starts just before 6:00, you have to pay £1.20 for the part hour up until 6:00 and also add another £1.00 to take you to 10:00.
I've often wondered whether there are parking wardens around in the evenings.

Well, this plus my recent experience at the hands of Newham council in London leads me to believe all councils are staffed with complete tossers who have nothing but contempt for everyone else.
The type of people who cannot think, cannot use discretion and are computer says no fk bags who wouldn't get a job anywhere else because no one but the council is dumb enough to hire them.
why do they treat the motorist so badly? Some claim its because they want you out the car and on the bus/train/tandem bikes but that just shows a massive lack of joined up thinking.
I'd use the tram to get to nottingham city center if A) it was cheaper, B) quicker and C) more convenient than the car. In fact they only have to hit 2 of those. Sadly they barely hit 1.
As it is for 2 people going to Notts in the car, parking for 2 hours, its easier, cheaper and faster to simply drive. Why can they not think; make the alternative better, not try to bring the motorist down to the level of the poor public transit.
I can beat you all though, or at least I think I can if the car park is still the same. The big car park in Middlesbrough near the Cineworld cinema used to be free at weekends in the white spaces. Yes Middlesbrough high street is a st hole and full of horrors but, free parking !

The fairest solution to pay and display machines not giving change is surely to change them so that they give pro-rata parking time for the amount of money you put in. The time is then displayed on the machine before the ticket is issued and expiry time printed on the ticket. You might then still feel miffed at not having correct change but at least you'd get what you paid for. Bet the councils would resist losing the "free" extra money though.

I had the displeasure of visiting that sh!thole today. It was like a zombie apocalypse with the chavs and brain dead in great supply. Coupled with £1.80 to park an hr to grab a couple of items I could get elsewhere in won't be bothering again. Heck I may tell the local council why as well. I see the cheeky feckers at the Trafford Centre have objected to a large development at Handforth Dean closer to my home so 10's of thousands of journeys would be halved. I wonder why
