No that's middle class. The middle classes are acutely aware of needing to differentiate themselves from working class / council. I would say they are a large step up from Butlins, glorified maybe and more expensive so it pushes most of the council chavs away.

Note: This UK holiday is just in addition to the annual 3 week USA holiday of coarse.
