I have this in the house, at the point where water from my own bore hole comes into the house. I presume it is a pressure monitor? If so, what range would be reasonable? It varies between, if I remember rightly, 9 and 17.

And what do the up/down arrows do?

where do the pipes and wires lead to?
control unit for a water softener maybe?

Trace heating? Would switch on when the air temperature fell below the setting and prevent the pipe from freezing.

Looks like a trace heating monitor to me, stops the pipes freezing in cold weather.

A trace heating monitor would explain why the number has been increasing from 9 when I moved in back in December to 17 today smile

I will investigate further.

I assume thats the same thing as a frost stat. Is it in an uninsulated area?

Digital temperature controller kind of in reverse in that it's controlled by the temp, a bit like a thermostat (Google it and you'll see plenty of pics of that part of the unit) the up & down buttons set the trigger temp, they can have alarms on them too.
