No: the plural of sheep is sheep. Not sheeps. To illustrate the point I am trying to make lets change it to "The sheep's legs", is that one or more sheep? Using "The sheeps' legs" provides that additional information.

Is that not simply saying "Whistling the tune belonging to several groups of people"? It seems a perfectly acceptable plural possessive pronoun. Or would you prefer "people's", as in a tune belonging to a single group of people?

People is the plural of person so the apostrophe goes before the S in both cases ... a bit like 'sheep's clothing' meaning the clothing of one sheep (singular) and the clothing of a few or many sheep (plural)

"People" as a group noun would indicate all living humans irrespective of delineation or subdivision. Thus; all the tribes who live in the west - as opposed to; everyone who lives in the west.
