If you got the plate, Request the address of the RK via the DVLA. Costs you about £10 IIRC. Buy a few of those disposable barbecues - about £3 each, place under the engine compartment of the car, light and retire to a safe distance. The car probably won't be insured so a favour is done to all by keeping them off the roads...

"It's parked on private land blocking a garage" was enough for me to get some details of a car left outside my old flat.
