People who can't swim just didn't use the skill early enough, and then developed a fear that then hampered them.

Just because some creatures lose a skill along the way, doesn't mean that others can't have kept it.If you look a picture of an early stage embryo of any mammal, it's almost impossible to tell a human from a mouse from a hippo from a giraffe. We all share the same evolutionary history.
Plus I think it's whales and hippos that are very closely related, although that doesn't alter your point. Whales aren't too nifty on their feet either.
