Its got a stonking great gas turbine on top.... that coupled with a very focused exhaust nozzle suggests that mine clearance or snow clearance would be a logical assumption

Beat me to it. In fact at least one of the Moscow airports still has a scaled-down version for blowing snow off aircraft wings. A smokey old soviet engine bolted to the bed of an equally smokey old soviet lorry.
