I thinking something else must be going on there. Powerlifters/weightlifters/strongmen don't have such out of proportion legs, and those three groups have the strongest legs in the world.

those quads are ludicrously freakish, reminds me of Tom Platz, completely out of proportion.
I took a picture of some woodwork I'd done yesterday, caught my legs in the shot & thought they looked stupid!
I never train my legs as a body part as they grow at ridiculous speed, they get enough from running & up n down ladders.

Rowing is a bit different in that it is considered an "endurance" event. Having the ability to put out HUGE power over a short space of time, like Hoy has to, is not so useful in an event lasting 2000m or between 5 and 7 minutes.In rowing the muscles grow, but as a whole body sport, they tend to develop in better proportion too. That said, most rowers will struggle to get jeans that fit comfortably round their thighs, for instance.
