You have to cut him some slack for that; he might have a leg injury but still want to do CV work.

(I might be due a parrot here but aren't the arms on those things powered and work in time with the footpads anyway?)

no on a cross trainer you can focus legs only arms only or a combination of both

Well as the footpads are moving in cadence with the machine's arms in the clip I don't think that's the case here.

That'll be because they are physically connected. As you can see in the clip!

Saw a young stick lad, late teens doing awful squats, back like a question mark, a hybrid good morning thing. He then wandered off and left the weights. Some on the floor, some on the bar. Came back took a KB and then left that on the mats. Made me feel good for not helping him with technique. He was also wearing trousers that were very tight on the calf yet very baggy in the crotch, looked like he has st himself.

No, yeah, I should have added you can tell he's not putting enough effort into the forwards and backwards motion of his shoulders/arms to move both footpads and machine arms. They are physically connected but don't have free movement is my point. Well, it wouldn't work on the machines I've been on at least.
