Dental Implants Following Accident - Available On NHS ?

A friend of mine had a very serious cycling accident a year ago this weekend which resulted in the loss of a number of front teeth (as well as major face surgery after de-gloving his face).
He lost a lot of front teeth in the accident and has been provided with dentures on the NHS, he was given the option of implants if he forked out a few grand for them (but was advised against them by his dentist).
A year on and unless you knew he had dentures you would not notice them - although it took him a few months to get used to them.
FWIW he is in Berkshire, initially he was treated at St Georges in London then transferred to the care of Wexham and Heatherwood NHS trust.
