Apparently because she hadn't yet registered at the dentist and it was an emergency appt it is classed as private to get the appointment. Since she signed the NHS paperwork when she got there, the treatment was then done under the NHS. It sounds like a load of BS to me but that's the way it is.

I would go back and request a refund.... from the NHS website...
You do not have to register with a dentist to receive NHS treatment. Therefore, you should not be asked to have an examination or pay for any private work before being accepted by an NHS dentist.
