Speak to an audiologist or ACS. Most of the 'proper' ear plugs will filter out the harmful frequencies (the ones that cause tinnitus) and keep the ones that won't (presuming no long term exposure).

I ended up ringing ACS yesterday & spoke to a rather helpful chap who had loads of advice including who (in his opinion) would be good to use for the moulds.

I bought snugs for motorsport. You can change the filters to allow less or more noise through, I added sound so that I can plug in to my phone and hear the nav and Waze etc.
