Swapping a UK licence for a Spanish one? Help please!

I lived in BCN in 2000, 2001.
As I understand it if you have a NIE then you got 6 months in which to either swop your UK license for a ESP one OR as a minimum register your license with the traffic department. This is so that they at least have you on their records...so they can nab you.
Unfortunately my UK license is converted from a South African license so they weren't interested!!!!!!! I was told to do the test (where's the zap sign emoticon)

It seems Spain only wish to be part of the EU when it's beneficial for them. ie, when there's a bit of EU grant up for grabs. Other than that, they'll make their own rules.
How an EU country can get away with the appalling things that went on in Valencia bull ring last weekend is beyond me!
But I'm a foregner here, so, ho hum.....
Back on topic, if you have an EU licence, it's legal in any EU country.
Just show it when asked, along with the paper, and they'll tell you to bugger off on your way, as they don't understand it. And, you won't get points.
