The earlier screenshot of a Swedish better winning on this is apparently true, in fact according to this Guardian story 100 Swedes made the same bet:

If you had given him a contract agreeing to pay him regardless of whether he was able to drive or not, then you could hardly complain.

If capable drivers were few and far between and there was big competition for their services, then you might have to offer that kind of contract to secure their services at all.

The Italian player was knocked off balance, got up and rushed to the ref to show him his shoulder.

This has to be at least a years ban from domestic and two years international ban.

Looks pretty much like he lost his balance from the initial contact and the arm swing trying to get him off. He didn't rolla round as you suggested but got up and tried to get to the ref, blocked by another Uruguay player trying to cover his shoulder up. That player knew what had happened.
