And it's not quite that simple is it? In my current job, yes. If I was a football manager in his position on 40k a week at the champions of Spain, no. He's a young manager building a great reputation. By moving to Liverpool he'd be risking it at an early stage... look at AVB now after he swapped Porto for Chelsea. If I was him I'd rather stay at Atletico and continue to build with them for another season or two at the very least. Providing that goes well, his stock is only going one way.

In theory, having a number of football experts (yes football experts, not boardroom CEO wannabe's) who have monitored the leagues and players, should have a good idea of the best players and even potential stars of the future. At Liverpool the transfer committee is made up of a bunch of inexperienced footballing men (and I include Rodgers in that).
For me, it requires a root and branch change at Liverpool, starting with Ayre at the top.

The current regime might as-well employ the most successful championship manager player to sign new players - he knowledge will be as great as there is purely stats driven

With that review taking place I would think it unlikely that they have done any deals as of yet.
