They did.

Manu pay 27,5 million Euro (excl. 4,5 million bonus). Nice fee for PSV, but looking at the fees paid for at first glance lesser players like Shaw and Lallana it's a bit of a steel, if he played for Aston Villa or Sunderland you'd been looking at least 35 million pounds. Which is one of the strange things in football; somehow English clubs seem to pay eachother more than those from abroad.

The most promising thing about Memphis to me is the relationship with our manager. LvG will know him as a player, a person and if he will fit in our team so I'm confident he will. Maybe it'll take time but I'm excited in frankly many disgusting ways.

Falcao was always a risk due to his injury

As (the gorgeous) CIE says, LvG knows Memphis, this will be a good signing for us, I reckon he'll be a bit part player next season and then progress as a starter

I am a little bit confused having watched the clips.

He looks and runs like Nani (who got shipped out); he dribbles quite similarly to Janujaz (who cant get a game) and he cant really pass, just like DM (who cant get a game).

He doesn't look like a LvG player to me.

LvG gave him his international debut and is often credited with sorting out Memphis' mentality.

I've every confidence this is a good fit. If he struggles next year, I still will be.

Given that he is LvG's "boy", I have no doubt that he will get a fair crack at it. It is just a bit strange given that LvG has shown no interest in our other (very similar) players.
