It was introduced to encourage teams to go after a win, and thereby produce more goals, and more action. The thinking at the time was that by widening the gap between the points available for a win (then 2) and a draw (1, just as it is now), teams and their managers would be more inclined to take a risk in order to break a deadlock and nab those extra points.
