Of course - in the 4th round there will be 32 teams involved. There are only 19 of us, so we need to reduce the 19 down to 16 people to contest the 5th Round. So 6 people will be drawn to play against each other in 3 ties to eliminate 3 people, leaving 16 in the competition. Then we carry on as normal until we have two people left for the final. oxford drinker said:

Yes, everybody will predict Round 4, and those scores will be added to R3 scores for countback if necessary in R5 onwards. 6 players will be involved in 3 knock-out ties in R4.
