He is not saying third party ownership is not a problem. He is clearly saying circumventing the rules about third party ownership is not a problem. The transcript is here:

There is enough in there to sink a club manager, never mind the England Manager.
Lets see what else the Telegraph have. The FA are apparently aware that there is more.
I think this is the link you mean? http://www.independent.co.uk/sport/football/intern...http://www.independent.co.uk/sport/football/international/sam-allardyce-transcripts-of-undercover-films-in-full-a7332246.html

Reporting that that is the 'full transcript' when we don't know the context of the 'it's not a problem' is just silly.

"What they would be better doing is, making sure they've got the ownership and the agent. So they own the agent, the agent works for them, as well. 'Cause then the agent, if he gets sold on again, the agent will get more money if he gets sold on again."
SamAllardyce said:
"You get a percentage of the player's agent's fee, that the agent pays to you, the company, because he's done that new deal at that club again, or, they sell him on and you're not getting a part of the transfer fee any more, 'cause you can't do that. But ... but you get - because of the size of the contracts now, the contract'll be worth 30, 40 million, at 10%."

"And you get, you get, you've done a deal with the agent where you're getting 5% of the agent's fee. Which is massive for doing about two hours work, like."
If there is a context that explains this away then Sam will be explaining it shortly. Is he not talking about how football clubs could pay less fees to agents? i.e. Football clubs are 'they', hence the reference to 'at that club again'.
This is why without the context and confirmation of who 'they' are it's impossible to work out the meaning.
Hopefully it will come out either way for clarity for everyone.
ETA - but he's been sacked now anyway...

You'd never get this from the England rugby coach
Brian Ashton would have been too deaf to hear you
Martin Johnson would have got bored after 1 minute and probably hit one of them
Stuart Lancaster would still be trying to decide the best route to the hotel and end up in a B&B in Bogner
Eddie Jones would probably tell them to ps off or the boys'd be on em like seagulls at a tip even though that last year we were all sizzle and no steak, but now we’re off like a brides nightie

I'm amazed that anyone's surprised about this as Big Sam always struck me as an old fashioned, totally un-PC "wide boy" type of manager.
Let's face it; football's always been corrupt and attracted dodgy characters intent on lining their pockets, and with the advent of the Premier League and the obscene amounts of money floating around. I think this is only the start of a big can of worms if The Telegraph is to be believed.
