Average attendance was 1400 under capacity due mainly to away fans not selling out each week. Only 2 home games not fully sold out prior to match day to home fans all last season.
Large waiting list for season tickets (my son was on for 3 years until this years expansion)
So yes I'd say expansion is needed.

but about 5000 never turn up week in week out - not away fans as the empty seats are there for all to see throughout your games?? Only 2 home games not fully sold out prior to match day to home fans all last season.

A certain other team topped that one, which was nice as they had not been at the top of any table for a couple of seasons

Every club has a similar situation. There was a report a while ago comparing Police observed attendance and official attendance and City came no where near the top of that list.

Biggest problem since becoming successful is the amount of games that are moved for TV. You will never see the empty seats on a Saturday afternoon but when games are switched often people have other commitments & rather than all the hassle & rushing around they will watch on TVAs their tickets are already paid for that is irrelevant as far as the clubs profits go but does have a detrimental effect on the atmosphere

He had a stonewall pen turned down too. I only saw highlights of the full game but watched the second half. Deneyer looked a beast at the back, he and a few of the other youngsters (Barker, Iheanacho) looked more than ready to step up. Hopefully this season they will get their chance.Let's hope he tries as hard in a proper match

FFP rules have been relaxed, maybe you're thinking of another Lotto club PSG.Although they haven't got transfer restrictions now either but I think that's what is confusing you.
