The only thing I could suggest is buying a Haynes manual or download a wire diagram of you specific model of car and then try and find the source of the problem and get to work with a soldering iron I guess

Rain, no matter how heavy. Is refractive. Not reflective. So it won't glare back at you like fog would. The only thing that can affect your visibility is the speed of your windscreen wipers.
