Vehicle delivery drivers and WTD

Folks, looking for your thoughts. I employ circa a dozen LGV drivers who collect/ deliver customer vehicles with one engaging in driver training that also entails driving a tacho regulated vehicle.
I am of the opinion the WTD regs and not being able to opt out apply to all of these workers, with records kept for two years. Your thoughts?
