Lpg regulator failure

Looking for some advice here. Was winterising the static this weekend and with impeccable timing the current gas bottle ran out. I switched the regulator to the spare bottle only to find gas was hissing out of a small hole on the side of the reg. Does this mean the regulator has failed?
