I think Vettel's problems are mainly to do with his driving style. He hasn't become an average racing driver overnight.
Seb has based his F1 career on maximising the advantages of Mr Newey's blown diffusers. Without them, he has clearly had to make major adjustments to his technique, and this has obviously not been a quick or easy process.
Once it became clear that Vettel couldn't compete for the title this year, I expected him to do an Alonso by destroying his team-mate and out-performing his car. That clearly hasn't happened, so his reputation has taken a knock. If he keeps getting beaten by Ricciardo, it will take an even bigger knock.

As has already been said here, and acknowledged by Red Bull, Vettel was very good at exploiting the blown diffuser, better than any other driver it seemed, certainly better than Webber. So in the car with the best blown diffuser of all those competing, the drier who was best at using it won. There were various rule changes to try to reduce the effect of the blown diffuser, I remember Silverstone 2011 being one, and at those times the difference between Vettel and Webber was dramatically reduced, as was the gap between Red Bull and other teams.
Earlier this season Marko or Horner said that Vettel was struggling to adapt his driving style to the new cars. I don't think there is another driver with such a drop in comparative pace between this year and last. Ricciardo may be new to Red Bull but he is not a rookie, he was with the sister team previously so had plenty of experience driving the previous design of car.
To me it all points to Vettel being a driver who could exploit a particular situation but with limited overall range of abilities. Maybe he has been unlucky with the chassis he has had this year and his performance will be transformed in Singapore, but with all the data available I can't really see that they would have allowed it to continue for so long if the chassis he used wasn't up to scratch.

There are and have been many a professional series were cars were equal, thus "all the cars were the best cars"; Formula Palmer Audi, A1GP, Superleague.... As far as I can remember, there were drivers dominant in these and those that never got near the front.I rather suspect that if Hamilton had been paired with a Maldonado or a Chilton this year, he'd be walking away with the WDC by now but the team would be struggling somewhat with the WCC.
It's no coincidence that the best drivers tend to find themselves in the best cars.
