Probably the same rationale that had the FIA/MSA make everyone switch to fire resistant helmet linings but let you wear open face helmets...

might as well have just move the session forward and hour rather than have the safety car cruising around for 30 mins to dry the track up.

Indeed, can't understand why quali' is at 5pm local and the race at 3pm local - most F1 fans can get up at 7am UK and we're the most westerly on European time. Odd...
