Engine championship?

Would it work? Obiously honda only have 2 cars in but say out of the max of supplying 4 teams there are points scored for the top 2 teams (4 cars) It would maybe bring the cost sdown for newer teams to go with someone whos engine isn't as strong but alsso encourage that supplier to improve the engine without cost to the team.
